Hetimi i SPAK-ut kundër Albania Land Development është zhvillimi ligjor më i rëndësishëm që ndikon në ndërtim. Nëse SPAK po heton nëse baza tokësore e projektit është marrë nëpërmjet titujve mashtruese të pronës, atëherë statusi i tokës është ligjërisht i pasigurt.
